What failing means in the file
No government office issues a pass or a fail on a Level 2. Say a chimney has failed, and the report is naming conditions below NFPA 211 or local building code. Those want repair first, and then the fireplace can go back into use.
The buyer might respond with a request. The parties and their agents settle it. We give no legal or contract advice, and the file stays clear of that.

Fixes that need an entry first
Items such as the crown, the liner and the chase cover wait for a quote. So do the damper, the mortar, the masonry, the smoke chamber, the firebox and flashing alone. Each is quoted after the inspection. The price depends on what the camera and the roof check show, so we write that down first and the number second.
Keeping the file straight
Keep the original report, the photos, the buyer's request and any quote together, in date order. Label each with the address and the date. Add a note when a quote is accepted or declined.
If the work is done, a new inspection adds a fresh entry showing the result.
